ICC shifts Men's Under 19 World Cup from Sri Lanka to South Africa

The ICC Board on Tuesday decided to shift the 2024 men’s Under-19 World Cup from Sri Lanka to South Africa. The move, a unanimous decision by the board, was taken as a consequence of the ICC recently provisionally suspending the Sri Lanka Cricket (SLC) due to extensive government interference in the board’s administration.Related

What lies beneath Sri Lanka cricket's convoluted suspension saga?

The development will have no immediate implication on the daily running of cricket. ESPNcricinfo has learned that the ICC Board agreed that cricket at all levels, including any bilateral and domestic series and tournaments, will not be disrupted by the suspension. As for the ICC annual funding, that would be controlled until the suspension is lifted. In a media release, the ICC confirmed moving the tournament to South Africa having heard the SLC. “After hearing representation from SLC, the ICC Board decided that Sri Lanka can continue to compete internationally both in bilateral cricket and ICC events after being suspended recently for breaching its obligations as a Member in particular the requirement to manage its affairs autonomously and without government interference.”Shammi Silva, SLC president, had recently warned that the biennial tournament, scheduled in January 2024 was in danger of being moved out of the country unless the ICC was satisfied that Sri Lanla government was not meddling in board’s working, which goes against the ICC constitution. The SLC and the country’s sports minister Roshan Ranasinghe have been in conflict over the past year, with Ranasinghe making accusations of corruption and mismanagement in the cricket board, while Silva and SLC accuse him of meddling with cricket.Silva also notified the ICC in November 2022 of government interference which forced the ICC Board to ask its deputy chairman Imran Khawaja to travel to Sri Lanka to establish the facts.Line-up for 2024

Group A: India, Bangladesh, Ireland, USA.
Group B: England, SA, WI, Scotland.
Group C: Australia, SL, Zimbabwe, Namibia.
Group D: Afghanistan, Pakistan, NZ, Nepal.

Four cities shortlistedSouth Africa has been a favourite for hosting U-19 World Cup events recently. The country hosted the inaugural edition of the Women’s U-19 World Cup in 2023 and the men’s U-19 World Cup in 2020 too.The 16-team tournament, originally scheduled for January 13 – February 4 in Sri Lanka, is likely to be played close to the same window. The venues for the 2024 edition are likely to be Benoni, Potchefstroom, Kimberley, and Bloemfontein. It is understood that South Africa and the UAE were among the shortlist of venues the ICC had pencilled in as contingencies in case it had to be moved out of Sri Lanka. The UAE, though, had to be ruled out with the ILT20 clashing with the World Cup.The top 11 Full Member sides from the 2022 edition have qualified directly, and five teams – Namibia, Nepal, New Zealand, Scotland, and USA – have earned their spots through regional qualification events. The 2024 edition will also be played in a fresh format – with the ‘Super Sixes’ a new segment during the second stage of the event.India, with five titles, are the most successful team in the competition’s history, followed by Australia with three. Pakistan have won twice and each of England, Bangladesh, South Africa, and West Indies have lifted the crown once. For fans in South Africa, the tournament now clashes with the SA20 franchise competition that runs from January 10 to February 10.

Jayasuriya, Fernandos and openers make it Sri Lanka's day

Afghanistan were shot out for 198 on their first day of Test cricket in Sri Lanka despite Rahmat Shah’s 91

Sri Lanka won the toss, unusually strapped three seam bowlers to the plow, and even more unusually asked their opposition to bat first at the SSC. By the end of day one, they will feel those decisions – at least partly – have been vindicated. Between them, their senior seam bowlers Vishwa Fernando and Asitha Fernando took seven wickets, as Sri Lanka dismissed Afghanistan for 198. Then, the pitch now seemingly having flattened, their openers sped to 80 for no loss in the 14 overs they faced. The only Afghanistan player to offer substantial resistance was Rahmat Shah, who in the morning session and just after lunch put on two half-century partnerships, first with debutant Noor Ali Zadran, then captain Hashmatullah Shahidi. He went on to 91, and needed an outstanding piece of anticipation and reflexes from wicketkeeper Sadeera Samarawickrama to dismiss. But otherwise, an Afghanistan team carrying four debutants made a modest impression on their first day of Test cricket in Sri Lanka. Only one other batter faced as many as 50 balls, and their last eight wickets fell for 89 runs. And though seamer Nijat Masood bowled testing overs, the remainder of their attack – all playing their first Test – did not maintain significant pressure as the day wound to its close.Of Sri Lanka’s fast bowlers, Asitha was the most persistent through the day, and it was he who claimed the first wicket of the morning, jagging the second ball back into the pads of Ibrahim Zadran to dismiss him for zero. While he delivered a tight new-ball spell, pressure was let off at the other end with Vishwa and Sri Lanka’s own debutant Chamika Gunasekara failing to make the best of the seam movement on offer in the earliest overs on a moist surface. Gunasekara was especially inconsistent in his first four-over spell, occasionally threatening the edge, but spraying the ball too wide too often, to leak 28 runs.In that first session, thanks largely to Rahmat, it seemed as if Afghanistan could mount a strong total on a surface that had plenty of carry for the seamers, but which seemed more suited to batting once the new ball lost its shine. While Noor attacked Gunasekara early on, Shah made a more even start to his innings, driving well early on, though he did also pick up runs through third man – a productive area for him right through his innings. In between the boundaries, which Rahmat largely hit off short balls, opportunities for singles rarely went untaken.Rahmat Shah scored his fourth Test half-century•AFP/Getty Images

Rahmat and Noor put on 57 together before a back-of-a-length Vishwa delivery jumped at Noor, and he was caught and bowled off the top edge. Rahmat, though, was no less proficient against the left-arm spin of Prabath Jayasuriya once he came into the attack. As against the quicks, Rahmat was quick to pounce when Jayasuriya pitched too short, hitting him for fours through point and through square leg. Twice before lunch Shah waltzed down the pitch to knock him back over his head for four, a strategy he pursued after the break as well.He completed his fourth Test fifty off the first ball he faced after lunch, getting to the milestone in 80 deliveries. Though Afghanistan lost two wickets early in the second session – Shahidi caught behind off another shortish Vishwa ball that bounced more than expected, before Nasir Jamal offered no shot to a straight Jayasuriya delivery that hit off stump – Rahmat’s tempo did not waiver. In the end, it was Jayasuriya who removed him, through the work of wicketkeeper Samarawickrama. Seeing Rahmat stretch forward and crouch low for a paddle sweep, Samarawickrama began to move swiftly to the leg side. Rahmat failed to keep the shot down, and Samarawickrama’s excellent reflexes saw him pouch the low chance in his left glove while on the move.Either side of tea, Afghanistan fell rapidly, losing their last six wickets for 43 runs. Vishwa bowled his best spell of the day during this period to take two further wickets, before Asitha Fernando came back to wipe out the last two wickets in the space of three balls.Asitha’s take was 3 for 24 from 14.4 overs. Vishwa’s was 4 for 51 from 12. Jayasuriya took 3 for 67.The fours started flowing almost as soon as Sri Lanka’s response began, first from the bat of Nishan Madushka as he punished Afghanistan’s poor lengths, before Dimuth Karunaratne joined in the flaying. Masood occasionally created trouble for the outside edge, and bowled some good bouncers to trouble Karunaratne in his last over of the day. But between them Sri Lanka’s openers hit 13 boundaries, taking a particular liking to seamer Mohammad Saleem and spinner Zia-ur-Rehman, who both went at more than a run a ball.

PCB terminates Haris Rauf's central contract for not committing to Australia tour

Fast bowler will also not be granted an NOC to participate in any overseas league until June 30

The PCB has come down hard on fast bowler Haris Rauf, who made himself unavailable for Pakistan’s Test series against Australia late last year, by terminating his central contract. In a statement released by the PCB, the board said a hearing was conducted following Rauf’s decision to not participate in the three-match series, and that “the views of all stakeholders” was considered.Rauf will also not be granted an NOC to participate in any overseas league until June 30, 2024. ESPNcricinfo understands this punishment does not extend to Rauf being omitted from the national side; to the contrary, the PCB want him to be available for all international commitments during this time. The focus of the hearings concerned the lead-up to Pakistan’s tour of Australia, where they were scheduled to play three Tests. When chief selector Wahab Riaz announced the squad, he said Rauf had reneged on an earlier commitment to be available for that series, criticising him for going back on his word and saying it would “hurt Pakistan cricket”.Related

ESPNcricinfo understands Rauf viewed that exchange very differently, claiming he had never confirmed his availability, and stating he wanted to take care of his body and prioritise white-ball cricket. However, it would appear that that argument did not cut through with the board in the hearing that followed.”The PCB management provided a chance for a personal hearing to Haris in compliance with the principles of natural justice on 30 January, 2024, and his response was found unsatisfactory,” the PCB said. “Playing for Pakistan is the ultimate honour and privilege for any sportsperson. Refusal to be part of Pakistan’s Test squad in the absence of any medical report or justifiable reason is a material violation of the central contract.”Pakistan did find themselves devoid of high pace during the series against Australia. Shaheen Afridi hasn’t yet recovered to hit the speeds he did before his knee injury in the final of the T20 World Cup in 2022, while Naseem Shah and Mohammad Hasnain were also out with long-term injuries over the winter. In the event, the difference between Pakistan and Australia’s fast bowlers’ pace was clear, and the visitors were clean swept 3-0.The decision to refuse Rauf an NOC till the end of June is more a rhetorical expression of the PCB’s dissatisfaction than a material disadvantage to the player. The PSL, which begins on February 17 – and which Rauf will play – extends till March 18, and Rauf would regardless not have been a part of the IPL, which follows the PSL.The T20 Blast in England does start in May, but Rauf’s commitments with the national side in England, where Pakistan will be playing a white-ball series, would have precluded his participation anyway. The T20 World Cup begins in June, and extends beyond the end of the month, when the restriction on Rauf’s participation in overseas tournaments lapses. It is not yet clear if Rauf has any avenues of appealing the decision. He has been approached by ESPNcricinfo for comment.

ICC bans Devon Thomas for five years under Anti-Corruption Code

He accepted breaching seven counts of the anti-corruption codes of SLC, the Emirates Cricket Board and the CPL

The ICC has banned West Indies batter Devon Thomas from all cricket for five years. Thomas accepted breaching seven counts of the anti-corruption codes of Sri Lanka Cricket (SLC), the Emirates Cricket Board (ECB) and the Caribbean Premier League (CPL).Thomas had been suspended for corruption in May 2023 when he was slapped seven charges, which included “contriving to fix” matches. The period of ineligibility is backdated to 23 May 2023, when he was provisionally suspended. Thomas accepted breaching the same seven charges of which four were from the SLC anti-corruption code, one from the ECB code, and two from the CPL code.Calling the five-year ban a “period of ineligibility,” an ICC release stated the “the last 18 months of the period of ineligibility would be suspended.”Back in 2023 the ICC had stated the charges against Thomas were with regard to his conduct while playing in the LPL, Abu Dhabi T20 and the CPL. The most serious charge against him – of attempting to fix a match – was from the 2021 LPL in which he played just one game for Kandy Warriors. The four charges under the SLC anti-corruption code were of “contriving or being party to an agreement to fix or attempt to fix, contrive or influence improperly the result, progress, conduct or other aspects of matches”, “failing to disclose […] full details of an approach” to the ACU, “failing or refusing, without compelling justification, to cooperate” in an ACU investigation, and “obstructing or delaying” the investigation by “concealing, tampering with or destroying any documentation or other information”.The single charge he faced under the ECB code was for failing to disclose details of an approach made to indulge in corrupt conduct during the 2021 edition of Abu Dhabi T10, when he was a part of the Pune Devils team. The remaining two charges were from the 2022 and 2021 editions of the CPL when he represented St Kitts & Nevis Patriots and Barbados Royals. One of the charges was, again, failing to disclose an approach. The second charge is about failing to report the “receipt of any gift, payment, hospitality or benefit (a) that he knew or should have known was made in order to procure a breach of the CPL Code, or (b) could have brought the player or the game of cricket into disrepute”.”Having played both international and professional domestic/franchise cricket, Devon attended numerous anti-corruption education sessions,” Alex Marshall, ICC General Manager – Integrity Unit, was quoted as saying in the release. “He therefore knew what his obligations were under the Anti-Corruption Codes but failed to meet these obligations across three different franchise leagues.”This ban is apt and should send a strong message to players and corrupters that attempts to corrupt our sport will be dealt with firmly.”Thomas, 34, is primarily a white-ball player having represented West Indies in 21 ODIs and 12 T20Is, from 2009 to 2022, apart from his lone Test in Australia in December 2022. He laat played domestic cricket for Leeward Islands in March 2023.
